Lending to Parish, Town and Community Councils

PWLB lends to town and parish councils (in England) and town and community councils (in Wales). Applicants must obtain a borrowing approval from the Ministry of Housing,Communities and Local Government (MHCLG) - formerly DCLG, for which they should approach their County Association of Local Councils or, in the case of Welsh councils, the Welsh Government.

Applications should be made on form LC1.

All documents should be sent to the PWLB one week before the loan is required.

Lending to Drainage Boards

PWLB also lends to drainage boards. Applicants for loans will need a loan consent from the Department for Environment, Food and Rural Affairs (Defra).

Applications should be made on form DB1.

The completed form should be sent to the PWLB one week before the loan is required.
